From the way I understand this, engineers will always capture tech buildings. But how is it implemented?
Do units with Engineer=yes capture buildings with NeedsEngineer=yes or some other way around?
Or they just capture any building listed in NeutralTechBuildings?

NeedsEngineer means that the structure requires being captured before it will function. Engineer=yes is what does the actual capturing. Otherwise, yes, I think it's linked to NeutralTechBuildings.

If you are using Multi-Engineer, with this tag yes, Engineer should be still able to capture "healthy" Tech Building.

EngineerAlwaysCaptureTech allows you to capture any building originally owned by a multiplayer-passive country regardless of it's health.

It's not linked to NeutralTechBuildings.

Passive as in, civilians? The civilian house is passive, non-combatant and all.

Passive as in MultiplayPassive=yes. As long as Civilian fells into this, yes.
