In multiplayer maps this is entirely impossible, since the Neutral house is hardcoded to have always empty silos/refineries and 0 money.
Even a full Neutral harvester unloading at a Neutral refinery, doesn't raise the storage level. (the tiberium is simply lost)
Using other houses than Neutral doesn't works in MP maps.

In singleplayer I have no mapping experience. There might be a chance. (e.g. create a new house and give this house a dummy refinery and dummy unloading harvester)

Otherwise just create a new building, which costs about 5000 and make it sellable. When sold you get 2500, otherwise it can act as a way to increase the rank of a unit
