Is OpenRA an engine on which you can mod? Where can I find the source, etc?

It has quite a robust architecture and you can make engine changes directly within the mod file that you create instead if inside the engine itself. I also find .yaml files far easier to work with than the .ini's + you have the freedom to split them up as you please.
