How do you fix missing animations?

The Image attached shows Soviet power plants that are missing the electricity animation. Every time I try to install a clean RA2/YR, this happens. I am using Windows 7 and I've tried looking for solutions online but it seems the CnC well of information is starting to dry up. Any suggestions/hints? This problem also happens to bio reactors that are full of infantry.

Options -> Visual Details -> High
Or RA2MD.ini -> [Options] -> DetailLevel=2
