Scale in 3ds max is completely irrelevant.
When you export via 3ds2vxl, you can set the size of the VXL in the program. So you can convert a tiny 3ds model into a huge VXL and a huge model into a tiny VXL.

I actually find the texture result of 3ds2vxl pretty good. In your case it's just bad because you try to convert a texture with very small details. Many details on your texture are smaller than a half voxel.
Try to make the texture less fine detailed and the result will be better. e.g. apply a blur filter on the texture before conversion.

just checked 3ds2vxl and the interface is completely different to what i remember.
When i used it, i'm pretty sure there were textboxes to enter the VXL X, Y and Z dimension.
Maybe the "Voxel Resolution Override" is now defining the max size for the biggest part of the model.

Sorry, LKO, but no. Either mess either underdetailed. There is no inbetween. Especially considering that 3ds2vxl tends to even colorbleed.

As far as I remember, 3ds2vxl never let the user type-in the dimensions of all 3 axes; only the biggest one, whichever that may be. It is indeed done via "Voxel Resolution Override", otherwise the voxel dimensions are affected by "Model Scaler". Tool tips should pop-up explaining all this when the mouse pointer is left over the options for a few seconds. That's a feature implemented in later versions.

The black dot syndrome is caused by "Voxel Dot Distance" being too large, thereby causing gaps to appear between data points. Again, this would not be an issue if Westwood Studios decided to use a proper voxel rendering technique that displayed the data points as cubes instead of single pixels. OpenRA does not have to have this problem if they decide to use a good voxel rendering technique. Then the "Voxel Dot Distance" could just be set to 1, which is what currently looks best in the community's voxel viewing & editing programs anyway because it prevents the cubes overlapping and causing z-buffer fighting because of the particular way those programs were designed.

I actually never found out how to make the voxels match sizes with the sprites. However, I believe that if you leave the "Voxel Dot Distance" at a certain number, and you leave the "Voxel Resolution Override" as zero or blank to make it unused, then you should be able to play around with the "Model Scaler" number until you find the correct number that should work with everything, assuming all your 3d model files are consistent with one another in size, and assuming the sprite rendering template script was designed correctly.
