My brother is creating a map for Tiberian Sun Firestorm called Black Sea, but after some gameplay the game freezes or crashes. He tried to take some of the objects away but it doesn't help. The time the game crashes varies and this problem only occurs in this map. There comes an error message: Tiberian Sun has encountered internal error, unable to continue normally.

Here are the files (the map, picture of error and EXPECT):

Tiberium placed on slopes causes an IE (Internal Error). Tiberium should only be placed on flat terrain. You can place it on slopes, but it requires tedious placing of specific overlays and is not recommended for beginners. It's not particularly useful for advanced mappers either.

In addition, the map has some incorrectly placed shore and cliff tiles, the latter of which might cause pathfinding errors. Tiberian Sun has specific tiles for corners in the cliff tileset.

It's the famous/feared tiberium on a slope error.
You placed a tiberium patch for flat terrain on a slope, for which there are special tiberium patches.

By flying over the map i found one tib on slope in top left on that small hill
and close to top right are several tiberium patches placed on slopes.

Another issue beside the tib on slope are many cliff and slope errors.
You should use the marble madness mode and fix all those, since they cause serious pathfinding trouble and other unwanted sideeffects like units getting stuck.

Check out the mapping tutorials forum for some help on getting maps better.

Ok, thanks those helped a lot.

But we still have problems with ion storms as they don't appear in game, even when selected to appear in the special flags settings. Any help with this?

The ion storm special flag does nothing. You need to start an ion storm with a trigger.
