How would one get xcc mixer to work with OpenRA?

I can never extract anything from OPENRA as I have no palettes that xcc mixer can read. how would one get it to see into Openra just like it was Red Alert 1?

XCC Mixer->View->Directories...

RA directory C:/Users/username/My Documents/OpenRA/content/ra

Do this same for TD and TS, save, restart.

duplicates?
in the mix are all games and for each game only 1 of each palette.

The duplicates are only by the registry found palettes.
Since i don't have any registry entry to the C&C games, i don't have any duplicates.
As soon as you need custom pals for conversion or for other mods, you have to tell XCC where to find the new mix anyway, thus producing more duplicates.
Having the pals conveniently ordered in one mix only also helps to find them. Not the horrible random organized registry found mix files with the crazy paths to their palettes.

For me one mix with all palettes and no other found by XCC is the best solution.
