Here I mean RA1 not OpenRA.....Maybe this is the wrong place to post but......
Tried SHP Builder and Image shaper, seems they can only create files for ra2/ts.
Tried Xcc Mixer and got these results.

Image Shaper doesn't support the old SHP(TD) format.

SHP Builder however has an option under Save As to save under SHP(TD) format.
Not sure if you would have to change the compression type under Options/Preferences->Loading&Saving though.

Somehow SHP Builder can't open shp file that is saved as shp(TD), mixer can't read them either, and RA95 will crash when the unit appears

SHP Builder has been $@*^ up when it comes to TD/RA1 shp since forever. Hopefully the info E1 Elite posted will help.

If not do what I used to do back when I modded. Save as TS/RA2 shp and use XCC with Nyerguds' purple palettes to convert back to TD/RA1.
