I'm not sure if this sub-forum is still active but I'll still give it a try. So, my question is, how can I or how do I reduce the rate of the projectiles of any units in producing craters, it infuriates me to no end to see that a certain part of my base gets a deep crater.

I'm not sure which part of rules.ini to edit for this. If anyone knows how, I'll appreciate any help!

Prob should have been in the main TS forum.

I think what your looking for is found in the Warhead Characteristic of the rules. Look for any Warheads with Deform= The smaller the number means less of a chance of crater being made.

it says ; Deform = % chance that this warhead will damage the ground when it hits. (def=0)
; DeformThreshhold = damage must exceed this amount before deformation can occur (def=0)

So basically for each warhead you can either set Deform= to 0% or disable/remove the line completly (as each warhead defaults to zero on deformation), I have done that myself with my private TS mod and it disabled all deformation ingame (found it extremly annoying too).
DeformThreshhold= can be left in but I myself disabled them along with Deform=.

And yes this should have gone in the main Tiberian Sun Editing Forum and not the ETS subforum as this is for an defunct patch that extends the capabilities of Tiberian Sun's modding features much like Ares for RA2:YR but on a smaller scale.

Wasn't there a hardcoded deformation for the ioncannon?

No, that is on the warhead, it never deformed for me after disabling Deform=100% on the [IonCannonWH].
