I don't know what I broke in-between sessions in FinalAlert2YR_P, but it must be related to triggers.
I commented Triggers, Actions, and Events out, and the map loaded.

The issue can't be with Teams and Scripts, since the map doesn't crash; it just fails to move on from that one spot in the loading bar.

On the bright side, I found the trigger making the problem. Too bad I have no idea why.

A GACNST is supposed to a) trigger fire sale on death on easy and b) re-spawn itself once on hard.

What's FA2YR_P?
Also, shouldn't the tag be on the building? I don't know exactly.
Try to recreate the trigger in fa2 and see if it still messes up.

TAK02 might still be using old patch, the EXE isn't called FinalAlert2YR_P.exe anymore.

Linked trigger should have trigger ID or nothing - https://www.modenc.renegadeprojects.com/Triggers

First trigger entry has it wrong, it shouldn't be linked again, game will go into a loop indefinitely. Correct it like
01000069=Americans,<none>,End Mission 2,0,0,0,1,0

For clarity keep those triggers on same difficulty.
